WALTER DAVIS III
Walter Davis III was born on February 20, 1947 in New Orleans, Louisiana. He was drafted into the United States Army on December 24, 1967. During his service in the Army, which was three and a half years, Walter served as a medic. On August 15, 1971, he was medically discharged from the United States Army. In 1971, Walter Davis III graduated from Louisiana State University, where he spent three and a half years as a medic. He spent the rest of his life in New Orleans, Louisiana in the chemical business. Even today, in 2023, he owns a chemical business in Ferriday, Louisiana. He was a licensed real estate broker from 1986-2022. He was also a licensed contractor for commercial real estate for twenty-seven years.
MAX HOWELL
Max is the Owner and Founder of Gameday Marketing, in which he has displayed his valuable communication and marketing skills to assist businesses thrive.
For over forty years, Max coached major college football and provided college level students the foundation for their careers. Max won national championships at his alma mater, Troy University, where he was inducted into its Hall of Fame in 2020. Max also coached at Florida State University under legendary coach Bobby Bowden and at the University of Mississippi under Billy Brewer. In his coaching career, Max coached Hall of Fame players like Emmitt Smith, Deon Sanders and Leroy Butler.
After coaching, Max pioneered sports radio programing in the Southeast, including starting Atlanta’s first 24/7 sports radio station, The Fan 680, in the CNN building downtown. He hosted “Gameday” for over twenty years, while also making frequent appearances on multiple sports programs throughout the South. His regional sports program, “Conference Call,” was carried on over 100 stations throughout the South.
Max’s experience in the media world allowed him to develop valuable interpersonal skills and advertising strategies to grow businesses from the ground up to very successful ventures. Max has also developed the National Hemp Growers Cooperative in some twenty-five states, in which agriculture promotes industrial hemp as a feedstock for renewable energy resources.
PHILIP A. LETARD, SR.
Philip A. Letard, Sr., is a highly qualified attorney who is uniquely licensed in both Louisiana and Mississippi. Philip serves as the Managing Member of Letard Environmental Energy Resources, LLC, [LEER] a Louisiana limited liability company dedicated to the aggressive development of renewable energy resources, both domestically and internationally.
Philip grew up in New Orleans, Louisiana, and he attended Rhodes College in Memphis, Tennessee, where he graduated with honors in 1972. Philip then went on to obtain his Juris Doctorate from Louisiana State University School of Law in 1975.
He then went on to commence his law practice with the law firm of Koerber and Letard in Vidalia, Louisiana. His legal skills have been engaged by multiple clients in Louisiana and Mississippi for forty-seven years in state and federal courts. Along the way, Philip has been an assistant law professor at the University of Southern Mississippi, and he has served as the Magistrate Judge and City Attorney for Ferriday, Louisiana. In 2023, the renowned legal profession publication of Martindale Hubbell recognized Philip as one of the top 3% attorneys in the United States with high ratings in both legal ability and ethical standards.
Philip has devoted a large part of his practice to the development of renewable energy. His law firm of Letard and Associates, LLC, has been instrumental in bringing solar energy to Mississippi and Louisiana.

Originally from Natchez, Mississippi, Paul practiced law for thirty-one years, in which he principally focused on commercial litigation, not only in Mississippi, but across the United States. After graduation with honors from his undergraduate university and law school, he served as a judicial clerk to both federal and state judges at the commencement of his practice, and he then used those experiences in representing clients through the arduous avenues of the American court systems. In doing so, he built and assisted business clients in developing their ventures and navigating the statutes, rules and regulations governing their interests and projects. Having semi-retired from the active practice of law, Paul moved to Punta Cana, Dominican Republic, over four years ago, and he has since worked with others in their ventures in property and business development.
Inspired by his lifelong love of the sea and the environment, Paul initially began work on the development of a biofuel energy plant in the Dominican Republic in 2021. His interests in the endeavor peaked due to many factors but principally based upon the enhanced Dominican governmental openness and investment encouragement of such industrial developments and the needs of the Dominican Republic to meet its energy needs and its desire to exhibit to all other Latin American countries the necessary commitment to combating climate change effects. Over an evolving process, Paul has established a team in both the United States and in the Dominican Republic to bring a state-of-the-art biofuel project to fruition. Recognizing the adverse environmental impact of climate change on this Caribbean paradise inspired and compelled Paul to relentlessly pursue the collection of all necessary staff, experts, data and financial support in order to develop the conversion of various feedstocks (including sargassum seaweed, sugarcane waste (bagasse), landfill and municipal solid waste (MSW) and plastics) into renewable energy products.

Vicente was born in Santo Domingo, Dominican Republic, followed by his formative years in Puerto Rico, before then residing for decades in the United States, where he owned and operated successful businesses. Eighteen years ago, he returned to his native country, where he now owns and manages over twenty real estate properties with their related business operations. Vicente’s key component to the team is his business talents which successfully bridge any gaps between Dominican and American cultures and nuances. Moreover, he possesses vital resources for property and business development, construction, and engineering, as well as related necessary and required management skills. Thus, Vicente possesses important communication savvy in both English and Spanish.
